Robust Air-Traffic Control Using Ground-Delays and Rerouting of Flights

چکیده
In this paper we demonstrate that finite horizon optimization of ground-delays and rerouting can provide robustness to the performance of the United States National Airspace System (NAS), in the event a center goes down. Our analysis is based on a linear system approximation of the NAS. We use the linear model to analyze the degrading effect of a loss of center on the performance of the ATC. We employ ground-delays and rerouting of flights as mitigation tools and propose optimal sequences of these control actions to restore the performance of the NAS. The optimal sequence is determined by solving a finite horizon optimal control problem. Historical data in the available literature is used to derive the linear approximation of the NAS. From our analysis we observe that both grounddelays and rerouting are able to successfully restore the performance of the NAS. We did not observe significant difference in performance between these two methods. However, the computational complexity associated with rerouting is significantly more than that for ground delays. The simulation plots demonstrate that finite horizon optimization for determining optimal ground-delay or rerouting strategies can mitigate the effects of a center going down in the NAS.

Ground Delay Programs: Optimizing over the Included Flight Set Based on Distance
The Ground Delay Program (GDP) is an air traffic flow management mechanism used to decrease the rate of in-coming flights into an airport when it is projected that arrival demand will exceed capacity. Under a GDP, a set of flights destined for a single airport is assigned ground delays. In this paper we investigate how the set of flights to which delays are applied is defined. Specifically, we ...

متن کاملMathematical Optimizationg models for Air Traffic Flow Management: A review
Congestion problems are becoming increasingly acute in many European and American airports and air sectors. To protect Air Traffic Control (ATC) from overload a planning activity called Air Traffic Flow Management (ATFM) tries to anticipate and prevent overload and limit resulting delays. When the traffic expects to exceed the airport arrival and departure capacities or the airsector capacity a...

The ability to provide flexible, automated management of air traffic is critical to meeting the ever increasing needs of the next generation air transportation systems. This problem is particularly complex as it requires the integration of many factors including, updated information (e.g., changing weather info), conflicting priorities (e.g., different airlines), limited resources (e.g., air tr...
متن کاملThe Multi-Airport Ground-Holding Problem in Air Traffic Control
In 1986, the total profits of the U.S. airline industry were of the order of $800 million, while its total delay costs due to congestion approached the figure of $2 billion. Motivated by this important problem of congestion costs and observing that ground delays are far more preferable than airborne delays, we have formulated and studied generic integer programming models in order to assign opt...
